Born in Tacoma, WA, he was a son of the late St. Clair Locke, Jr. and Ursala Thais Ruiz Locke, both from New Orleans, LA. He was a Roman Catholic and worked in the construction business. He lived his life like the quote from pop-eye, “I am what I am, and I’ll be what I Be”
Surviving are his wife Deborah of the home, a son, St. Clair Locke IV of Fayetville, GA, a sister Casey Shockley and brother-in-law who was like a brother, of Ocean Springs, MS, Sam Shockley, a grandson, St. Clair Lock V (Jessicka), and a granddaughter, Zoey Rose Patrick.
